Knowing what to build does not tell you who should build it. Most organisations reach a point where the team is the constraint: a specialist role is missing, strong in-house engineers are working without technical direction, or a raise has made an in-house build the right answer where outsourcing was right a year ago.
Hiring into that gap is slow and hiring badly is expensive for years. Handing the whole thing to an outside firm removes the problem and the capability at the same time.

The trade-offs
We will not lead a team we are not allowed to hold to a standard. If the brief is to supply names against a headcount plan and stay out of the technical decisions, that is staff augmentation and other firms do it more cheaply. We are also candid about the people already in place. An honest assessment usually says the gap is narrower than feared, and occasionally says it is wider.
