A building management system that cannot see occupancy runs on a schedule rather than on demand, which means heating empty floors and ventilating rooms nobody is in. The occupancy signal usually already exists in fragments: air quality, HVAC load, access records. It is simply not being read as occupancy. Inferring it costs considerably less than installing sensors, and is accurate enough to drive control decisions even where it is not accurate enough to meter.
